Tenders closed with no award yet
DAALL:AWQ counts tenders on Etimad whose offers have closed and which have no award yet. Most of them are never awarded: — of the December 2025 queue still had no award at the latest release. It is a count, and it is not a forecast of award value.
Closed with no award

Age counts from the closing date. * Provisional. For reference, among tenders closed in 2023–2024, before the comparable period: about 11% have no award, and of those awarded, 95% of public tenders came within 265 days of closing and 95% of direct purchases within 163. The oldest band is therefore mostly tenders that will not be awarded.

Definition and limits
Descriptive · full definitionWho counts. Public tenders and direct purchases with an Etimad identifier and a closing date, leaving out those whose status says awarded before the award record arrives. Rows without an identifier cannot be followed to an award. They were thousands a quarter up to 2024 Q4, so no queue or conversion figure starts before January 2025. They are fewer now but not gone: — at the latest month, in the table.
Cancelled tenders are counted. Cancellation is almost unrecorded for tenders before September 2026: only — of the December 2025 queue are marked, against — at the latest month, because recording began, not because cancelling rose. Leaving them out would make the queue fall for that reason alone, so all stay in, and the table shows how many are marked.
Past points are not what could be known then. They use awards dated later. Each release is archived, so readings as known at the time build up from here.
Counts ignore size, since contract value is not known before award. A growing queue can mean more purchasing or slower awarding, and this page does not decide between them. T8, which tests whether the queue leads award value, is in the registration and has no result yet; results of other tests are on the Evidence page.
